记录格式：每条记录怎么记Record Format: how every record is written

本站每条登记册记录都按同一套格式写：八个通用字段、四档证据等级、三档记录状态。这页把格式、收录边界与更正政策一次讲清，引用任何一条记录时可以回这里对口径。Every register record on this site follows one format: eight shared fields, four evidence grades and three record states. This page sets out the format, the inclusion boundaries and the corrections policy in one place, so any citation can be checked against it.

通用八字段The eight shared fields

sources	来源Sources	支撑这条记录的公开来源，逐项列出，可回原文核对。The public sources behind the record, listed item by item so each can be checked.
evidence	证据等级Evidence	四档之一，标记见下节。One of the four grades; the markers are defined in the next section.
verified	最后核查Last verified	最近一次回到来源逐项核对的日期。The most recent date the record was checked item by item against its sources.
gates	对应的关Gates	这条记录守的或涉及的十关，可以不止一关。The gates of the ten this record guards or involves; there can be more than one.
links	关联条目Linked entries	只写编号，不写地址。IDs only, never URLs.
entered	入库日期Entered	这条记录进入登记册的日期。The date the record entered the register.
depth	记录深度Record depth	两档：登记条目，或完整判例。Two depths: a register entry, or a full case.

事故类另有披露日期Incident records also carry a disclosed date

事故类（INC、SP）另有必填的披露日期 disclosed：事件被公开披露的日期。年报一律按披露日期统计，不按入库日期；一条记录是补录还是实时收录，靠 entered 与 disclosed 两个日期区分。Incident records (INC, SP) also carry a required disclosed date: the date the event was publicly disclosed. Annual counts always use the disclosed date, never the entered date. Whether a record was backfilled or captured in real time is told apart by the entered and disclosed dates.

来源里直接写明、可回原文核对的内容。What a source states directly and can be checked against the original.

深翼解读DeepWing reading

深翼基于事实给出的分析与判断，与事实分开标明。DeepWing’s analysis and judgement built on the facts, labelled separately from them.

未知Unknown

待核的内容，或两方说法不一致时的并列呈现，都归未知，不作裁断。Content still to be verified, or two conflicting accounts presented side by side. Both count as unknown; no ruling is made.

证据等级Evidence grades

标记Marker	等级Grade	说明What it means
	一手已核Primary-source verified	已直读原始来源并逐项核对。The original source has been read directly and checked item by item.
	多源已核Multi-source verified	多个独立来源相互印证，口径一致。Several independent sources corroborate each other and agree.
	媒体转述Media relay	只有媒体转述，未能直读原文。任何一处单一来源，整条即按此标。Only media relay is available and the original has not been read directly. A single single-source point anywhere grades the whole record at this level.
	待核To be verified	尚未核实，先入册占位，核清前不作引用依据。Not yet verified. Parked in the register and not to be cited until it is checked.

站内标记样式：一手已核用红点，多源已核用墨点，媒体转述用米色点，待核用空心虚线点。各登记册页首的图例与此处一致。In-site markers: primary-source verified is a red dot, multi-source verified an ink dot, media-reported, pending a tan dot, and unverified a hollow dashed dot. The legend at the top of each register page matches this table.

记录状态Record states

在用Active

现行有效的记录，按现行字段引用。A current record, cited in its current form.

已更正Corrected

记录已更正，旧说法保留在条目的变更记录中。The record has been corrected; the earlier wording stays in the entry’s change log.

已撤回Withdrawn

记录已撤回，编号不复用。The record has been withdrawn; its ID is never reused.

「媒体转述」的收、弃与复核Media relay: when it is kept, dropped and rechecked

原始出处可识别（知道是哪家媒体、哪天、哪篇），多家转引的数字一致，只是原文没能直读（如付费墙）。The original outlet is identifiable (which outlet, which day, which piece), the figures agree across relays, and only the original itself could not be read directly, for example behind a paywall.

弃，不编号Dropped, given no ID

原始出处找不到，或转引之间数字矛盾。The original outlet cannot be found, or the relayed figures contradict each other.

细节处理Unconfirmed details

没证实的细节一律剔掉，只留多家一致的部分。Unconfirmed details are always removed; only the parts several relays agree on are kept.

使用限制Limits on use

媒体转述的数字不进周刊标题、首页和任何汇总统计；条目里写明「直读原文前不得当已核引用」。Figures graded as media relay never enter weekly headlines, the home page or any aggregate statistics. The entry itself states that it must not be cited as verified until the original has been read directly.

复核Rechecking

条目写复核日期，默认入库后 30 天。直读到原文后升为「一手已核」；到期仍读不到不撤，在条目里写「复核未果」，并顺延下一次复核日期。Each entry carries a recheck date, by default 30 days after entry. Once the original is read directly, the grade rises to primary-source verified. If it still cannot be read at the deadline, the entry is not withdrawn; it is marked as recheck unsuccessful and the recheck date moves forward.

收录边界Inclusion boundaries

治理措施册（GOV）只记企业实际做法。监管机构的专项行动与通报不进 GOV，留待中文监管通报册。没有公开来源的做法不入册；单一报道支撑的，按媒体转述标级，不冒充已核。The management measures register (GOV) records only what companies actually do. Regulators’ campaigns and notices do not enter GOV; they wait for a future register of Chinese regulatory notices. Practices with no public source are not entered at all, and practices resting on a single report are graded as media relay rather than presented as verified.

回溯收录边界Backfill boundaries

2026 年全年按现行标准收录。All of 2026 is collected to the current standard.

2023 至 2025 年只收两类：本站已经引用过的，以及 AIID、MIT 事故追踪器反复收录的；记录里用 backfill_basis 写明回溯依据。For 2023 to 2025, only two kinds are collected: items this site has already cited, and items repeatedly collected by the AIID and MIT incident trackers. The record states its backfill basis in the backfill_basis field.

2023 年以前不入册，需要时只作背景引用。Nothing before 2023 enters the registers; older material is background citation only.

中文判决入册以判决原文或官方摘要为准。线索可以来自法院公告与官媒报道，入册标准不降。Chinese court judgements enter only on the basis of the judgement text itself or an official summary. Leads may come from court notices and official media reports, but the entry standard does not drop.

编号规则Numbering rules

前缀加三位流水号，按入库顺序编号；补录同样按入库顺序编号。A prefix plus a three-digit serial, assigned in entry order. Backfilled records are numbered in entry order too.
编号永不复用，撤回后也不复用。IDs are never reused, not even after a withdrawal.
关联只写编号，不写地址。Links between records give IDs only, never URLs.
同一件事在两库各自编号，互列关联。The same event in two registers gets an ID in each, with each listing the other as a link.
源数据同步 GitHub，并打版本号。Source data is synced to GitHub and versioned.

以下字段值取自判例库现行记录（CASED）。一句话：Claude 在评测中提交虚假命案线索，当即被标为垃圾信息。主失效层：盯梢层。The values below come from the case register’s current record (CASED). In one line: Claude submitted a fabricated homicide tip during an evaluation and it was flagged as spam on the spot. Primary failure layer: the Observability layer.
